If it's a "Deluxe Wheel", an option with which most '65s were equipped (those are the 2-tone wheels, part interior color, part translucent plastic), there are a couple of companies which restore them. Not cheap - around $1200 for the service. Personally, I think they are "over-restored" looking - too pretty to appear factory correct. Also, they make the translucent part clear, whereas the factory wheel had a smoky appearance.
One sensible alternative is to replace it with the optional Sports Wheel - the wood-grain plastic wheel which is the same as the one on the GTO. Originals go for $400-$500, and repro's about $400. The quality on the repro's is inconsistent, so be aware.

If you have the standard, solid color steering wheel, there are video's on YouTube that show a DIY process. Obviously the Deluxe wheel would likely be impossible for DIY.

I do not like the steering wheel when it comes out clear! Look for one used. Maybe on parts wanted on py forum or buy a wooden wheel!. When you think of all the wheels that were on these full size cars, these were the standard wheels I think! There should be some still out there! I believe that pontiac used these for many years! Just my thought Fred

There were 3 different steering wheels available on 65-67 full size Pontiac's:
standard base, "plain Jane" all one color, pretty ugly
optional Deluxe - 2-tone, interior matching color and smoky-clear
optional Sports - wood-grained plastic (65/66 same wheel, 1967 a bit different)
From my experience the great majority of cars were factory equipped with the Deluxe wheel, a lesser number with base or Sports.
